lower pressure, even down to 1psi. that is a bad leak. The leak may be at the end plate, but the velocity of the air escaping is making it look like it is coming out of the middle of the core. You definitely have several rows leaking, and I doubt you could get that welded. Best bet would be to get the whole thing hot and drip some thin epoxy through the core where it is leaking.
